Can you change builds?
If you decide that you don't like your current build, can you like change it up or did you mess up and you can only change it once you're done with the game and if you decide to do a new game+?

You can purchase the potion of clearance to reset all your skills. Keira sells it, along with a few others.

1 more question. Does this potion completely reset your skills and both skill points, so you have to start from scratch or do you keep your skill points so you can instantly create a new build?

Yes you get all your skill points back so you can spend them for your new build. It just resets your skills.
