they did in the past, you can say thank you to the mulitplayer game players who deactivated auto updates for their multiplayer games and who flooded valve with complains about that their multiplayer games stopped working.
valve took the easy way out and simply removed the option to never update a game back then.
If you get the hook error, go to folder
Steam\steamapps\common\The Witcher 3\bin\x64
and rename file dsound.dll to dsound2.dll
This will remove the error message.
Same here. No mods installed.
Why on earth isn't this optional? Why would I like to have simplified Chinese in my version of the game?
If it now makes me uninstall and redownload the whole game I am gonna get furious...

already test it, doesn't fix the error, only a complete reinstall has fix it.
Tested now and works.
