They told me to contact network provider to solve.
But my network provider say it's not true and he is right.
I've tried to reinstall the game (not the update, the game) and at third attempt the game was reinstalled at 100% and i can play it. I've found the advice to reinstall from zero in some forum where a lot of people had this issue on Steam last 2 months.
They says it's an issue about Steam updates, some of them doesn't work at 100% and cause the issue of bad download and install not ending.
Steam gives the blame to the network provider so they don't have to refund if you buy a new game and you can't install and play it.
Probably some of new Steam update you will receive will solve the issue . You can't do nothing except uninstall the game and reinstall and you have some probability to solve.

Thank you. I found the fix on google -- the art pdf wouldn't write -- just moments before your reply. I had been trying to install the game on and off since the quarantine. :(
