Reinstall download stuck at 25.7 GB

Trying to reinstall this and it keeps getting hung at the same spot. Three times I have removed the file and folders, rebooted the computer or restarted Steam, and for the third time the download is stuck and reschedules itself at exactly 25.7 GB. I went to properties and tried not yet installing the DLC but it stopped in the same spot. Other games are downloading fine, even above 25gb, it is not firewall or security software, just this game.

Any other ideas or anyone else experiencing this?

So far I have:
-restarted Steam
-changed download location a few times
-changed throttling settings
-cancelled install and deleted directory twice, third download stopped in same spot
-rebooted computer
-added Steam domains to firewall and checked for other conflicts (found not conflict but domain add couldn't hurt)
-happens on wired or wireless
-only this game, same point of download at 25.7 GB

do you have another computer? try downloading it on another computer and see if that works.

you dont need to run it tho. You just need to see if you can download it. At least then we can confirm the problem is specific to that computer only if you are able to download it on another computer. In addition you can also try transferring the downloaded files over. Not sure if its gonna work because I have never done something like this.

steam servers may be overly busy because of the holiday sales. I just verified a game and it took forever just to download a 45MB file. so a many GB will be awhile.

Same issue here with 2 games updates last week. I've checked all the guide steps, nothing to do ,the updates was stucked at 99% (after some hours 1 was stucked at 100% but not ending). Steam assistance told me I have some time out connection, so probably some data packets was lost and it was impossible to end updates.
They told me to contact network provider to solve.
But my network provider say it's not true and he is right.
I've tried to reinstall the game (not the update, the game) and at third attempt the game was reinstalled at 100% and i can play it. I've found the advice to reinstall from zero in some forum where a lot of people had this issue on Steam last 2 months.
They says it's an issue about Steam updates, some of them doesn't work at 100% and cause the issue of bad download and install not ending.
Steam gives the blame to the network provider so they don't have to refund if you buy a new game and you can't install and play it.
Probably some of new Steam update you will receive will solve the issue . You can't do nothing except uninstall the game and reinstall and you have some probability to solve.

several other threads about this. try disabling antivirus temporarily while downloading this game seems to solve the problem.

Thank you. I found the fix on google -- the art pdf wouldn't write -- just moments before your reply. I had been trying to install the game on and off since the quarantine. :(
