Charles, that is a complete trash answer. Do you even know how many mods are on the Nexus for Witcher III? Do you realize how many are horribly out-of-date and don't even work on the latest version? Do you know how hard it can be to find a single mod among all that?
For anyone wondering, I haven't found anything to fix this either. Apparently you get less XP for:
* Fighting monsters, in general, the higher level you are
* Being 5-6 levels above a quest's requirements
* BB and DM difficulty (10 and 20% respectively)
