Can't start new game that is base game.

I'm going to try to reinstall it but, for some reason or another anytime I try to start a new game not a new game plus just a new game it is making start Hearts of Stone. It says "Hearts of Stone Only" at the top of the screen when I'm choosing what difficulty then drops me in at level 32 with only dlc quests. Maybe, I'm missing something obvious and if I am I'm sorry to waste people's time but, this is pretty annoying. Also, I can load up old base game saves and play but, can't start a new one. Won't let me access the "Video" menu in the main menu either if this gives anyone anymore information. I tried finding this issue on the internet for a couple hours but, all I got was people not being able to use their dlc and people who can't get new game plus to work; it was pretty aggravating seems like I'm the only person in the English speaking world to face this bug.

If you don't even have video options then something is well and truly ♥♥♥♥♥♥. I'd uninstall W3 via steam, then go manually double check after it to make sure EVERYTHING is deleted. Go do the same for any mods if you've had any, then install it again. Normally I leave reinstall as a last resort but if you're missing basic functions like video options...

That's what I was thinking too but, if you happen to run across any other info by chance it'd help me out if you'd post it here because, I can't find any info for anywhere. When the reinstall is finished and it works I'll post on here again so, people aren't wasting their time.

Ok. So, this seemed to be some sort of controller issue as crazy as that sounds. I was using DS4Windows to emulate a 360 controller with my PS4 controller and when using this I clicked on new game using the controller it sent me straight to Hearts of Stone instead of the menu where you choose to start fresh or start from a dlc start. Also, this is the reason I couldn't click on the Video in the options menu; when I used a mouse it fixed all of these menu issues. So, anybody who uses DS4 and some funky ♥♥♥♥ happens with Witcher 3 GOTY edition. ( I used the Steam controller scheme before for my PS4 controller but, was recently playing Dead Rising OTR and had to get a separate program to get controller support)
