As far I could find there's no scripted fog effects besides the one that's applied when you drink cat potion, which means that they are probably fixed effects added in the maps(f.e dense fog in Isle Of Mists)
In console commands:
For enabling cat potion effect:
Cat(enabled)
where enabled parameter can be true or false. No quotation,
For managing the dynamic weather system:
changeweather(weatherName)
where weatherName can be:
'WT_Clear'
'WT_Rain_Storm'
'WT_Light_Clouds'
'WT_Mid_Clouds'
'WT_Mid_Clouds_Dark'
'WT_Heavy_Clouds'
'WT_Heavy_Clouds_Dark'
'WT_Snow'
In all cases you have to preserve the single quotes for it to work
