Witcher 3 Didn't Get Reason of State [SPOILERS]
Spoilers below:

So I just finished the main story (for a second time) but didn't receive the Reason of State quest even when I was over level 30. I did side against Dijkstra numerous times and broke his leg, did that disqualify me from getting the quest? It doesn't show up in my failed quests section. I did do the quests leading up to Reason of State and was hoping to kill Radovid but my ending showed that he conquered the north...

You break his leg instead of doing as the quest suggests which is to share what information you've learned with him, get him on your good side. You're meant to find a way to get him to agree to let Philippa leave with you. Becoming aggressive was not a good idea.

Which quest told me to share information with him? If you do something wrong in the game it'll fail the quest once you do that action, but it seems with this quest line there's no warning.

It's in the very end of Blindingly Obvious when you're about to leave with Philippa, but you have to have done the previous quests, A Deadly Plot, An Eye for an Eye, Redania's Most Wanted, and also Triss' quests, A Matter of Life and Death and Now or Never.

Both Radovid and Dijkstra are Redanians. The Gang of Four (Sigi Reuven, aka Dijkstra, The King of Beggars, Cleaver and Junior) control Novigrad. Radovid, in an effort to gain a foothold in Novigrad, had been secretly dealing with Junior, information and favors in exchange for a fresh batch of women he could torment and kill for his pleasure.

It's important to bear in mind that Dijkstra was a spy master. Information is of primary importance to him. He badly wants Radovid dealt with, only not for a free Temeria. He could care less about that. But any information you have on Radovid would be quite beneficial to him. So going in there and being aggressive gets you nothing while simply sharing what you know will get you what you want, namely, to walk out of there with Philippa in one piece.

Dijkstra is hellbent on revenge. She was his former lover and once she'd gotten what she wanted from him, she'd sent assassins to deal with him. He's not one to forgive and forget such a thing. He'd been used, then discarded and marked for death. But by giving him information he does not have and something he can use against Radovid, he'd be very willing to trade that for Philippa's life.

While shoving him violently aside, even if you didn't know the outcome would result in breaking his other leg and really pi$$ing him off for good -- it just makes no sense to do that when you do have something to trade and the prompt is telling you that you can share that information instead of being violent.

Like I said -- Blindingly Obvious indeed.

As you know Witcher 3 is a very long game, so I've forgotten a lot about Dijkstra since I've been playing the game for a span of a couple months. I believe it should be more obvious like Dijkstra saying "I'll let you take Phillipa if you'll hear me out" or similar. That's how so many quests come up but this one is extremely hidden and not at all obvious, unless you've put 1,000+ hours into the game and have everything memorized.
