If you own it on both GOG and Steam, you can get a free copy to gift (key is valid for only a week though).
But then there is no point, they just wamt you to download their client and then enable sync with Steam or PSN or Epic or whatever. Basically a cheaper advertisement method for GOG galaxy.
Edit: wait, you had the game on GOG but then bought it on Steam? Why
The reason is: appid for GOTY is not valid through external API. Scanning the library only found standard version(292030), appid of GOTY will redirect to standard version.
Therein you are **completely** WRONG! Can you install The Witcher 3 on a laptop OFFLINE? Cab you burn up a copy and keep it? NOPE Can you install it o a hundred separate PCs at your friends, your family etc, etc. NOPE IT's not DRM free because it's TIED to your STEAM account....whoooosh indeed.
Understand what DRM FREE means first. You've clearly not owned or bought GoG before
Read properly above^^ generations that don't understand copyright license. Burn it up on Blu-Ray and install it on ANY machine you want..duh......
You can grab the files and play them in an other pc
Chill
Any game on GoG is a stand-alone installation on pretty much any OS supported XP/7/8/10 and Linux. You don't need a client to play it on.
Maybe this still works. Play the first one, I don't see it in your library on Steam.

DRM FREE is not wrapped inside any third party software. The whole game executable is exposed for running and modification.
If a client is required for the game to launch, the client is the wrapper, the third party software for DRM. It is DRM-ed.
Do you even understand what is DRM and DRM-free?
Skipping the Steam wrapper, go directly for bin/x64, you can launch the game on any computer without Steam. You don't have cloud save in compensation. Many games on Steam have been patched to be DRM-free, once installed, you can play it without Steam. In fact, any old game on Steam already DRM-free patched. For some newer games, developers release a patch to remove DRM once their financial quota met.
GOG is DRM-free to begin with. Steam are mixed with DRM-ed, DRM-free and DRM-removed. Steam is a platform for publisher to publish and put their games on the market. They have the option to use Steam API as DRM, remove Steam DRM later, or use other thirdparty DRM, OR EVEN NO DRM!
You should do your homework here: https://steam.fandom.com/wiki/List_of_DRM-free_games
Witcher 3 is in the list. Duh???
What worked for me was to remove Steam integration > log out > log in > connect with Steam > sync integrations. After it was done syncing, the banner to claim the game appeared once more. Then just claim the game like the 1st time.
