Toxicity
I noticed there is the toxicity offset and the toxicity level. When playing version 1.31 what toxicity actually affects your abilities from the alchemy tree, such as Killing Spree etc.?

If you reach the limit of the toxicity it slowly kills you

That I know. So it doesn't matter what toxicity it is, as long as you're having any of the toxicity offset or level above 0 the abilities should work, right?

Toxicity offset is the level of toxicity bound to decoctions. This level of toxicity never decreases until decoction effect ends.
Toxicity level is bound to normal potions and will decrese slowly after the potion is consumed. I think by default is 1 point per second and can be incresed further with a skill from the alchemy tree.

Regarding effects to skills tree, aside what I said, toxicity is toxicity, which means is that skills afected by toxicity take in account the total value of toxicity(offset+normal)
