Quest bug? -"Novigrad, closed city"

I'm onto this quest now,let the bandits have their way with the hunter, found one key at the second objective, and now dealing with the area at the third objective, but i can't progress somehow. Tried all of the doors in the bridge area, can't enter any buildings, and as i've read in a guide- there is no event/cutscene happening anywhere in this area. Am i permanently stuck?

There are 2 Novigrad, closed city quests and you have mixed them together. The bandits/hunter is one quest, the one with the 3 keys is another. You start the one with the 3 keys by helping a woman on the bridge area. She takes you back to her house to clear a monster/wraith, but there are Witchhunters waiting. That is when you get the first key. You will not be able to enter the house until you speak to and follow the woman.

The thing is, my quest log states that i have already found 2/3 keys. Already been to the house with the secret room opened with the torch, and my last objective is taking me to the bridge where the woman should be, but she never appeared. I have no idea how i started this quest- most likely by picking up one of the keys at random- but i have never spoken to the woman or even seen her.

i already forgot where exactly three keys were. all I remember that for long this quest was hanging ignored on my list because I had no clues as to where else to go but eventually i hit upon next parts. op do these help or make sense?

It is quite possible to find the 2nd and 3rd keys without starting the quest by helping the woman. I did it the first time this way and found it very confusing as to what I was meant to be doing. The woman will be standing in the first gap on the right as you go onto the bridge up to temple isle. She's not always there, I'm not sure what triggers her appearance. She has a name above her but I don't think she shows a !.
