Help! Cannot craft grandmaster level gear

I'm currently playing the Blood and Wine DLC and have just recently acquired the diagrams for grandmaster level cat school gears. I've unlocked access to Hattori and Yoana long ago, before beating the original game. However, when I go to the NPCs who're supposed to be grandmasters, it turns out that they are not! The game suggests that both Hattori and Yoana's skills are too low for grandmaster gears! What do I do? Aren't they supposed to be the grandmasters?

Hattori and Yoana are just Masters. There's a smith in Toussaint that's a grandmaster, look for him.

Oh, you mean the guy who gave the scavenger hunt missions? I recalled him saying something about grandmaster now. Thanks a lot man!

The guy who gave the scavenger hunt mission is the only one that is considered Grandmaster level, and is the only one that can craft the Grandmaster level diagrams. Which can be a pain if you're low on money because he charges a lot.
