What is up with the "Wild Ones" fight in "Evil's Soft First Touches?"
There's a point in the Hearts Of Stone expansion pack where you meet a band of cutthroats (alleged soldiers). Insulting one of them results in a fight, but I can't use signs or even my sword, even my punches seem ineffective. I get beaten easily despite having 2 levels up on this guy, and I've tried it several times.

Am I doing something wrong or is this fixed fight part of the "story?"

It's a lot about side-stepping, blocking an opponent's light attacks and then using strong attacks yourself, in the right moment. What level of difficulty do you have?
What level are you?
Are you talking about the Knights of the Burning Rose?
Bugs happen in the game, this is a fact. if you have a higher level, not a lot of difficulty in the game, then try to start by saving a little earlier that you made, maybe the bug will disappear, if that is it.

I'm level 34, playing on the second-lowest level. The fighter, this guy: https://witcher.fandom.com/wiki/Zorin

Is level 32. Normally I would blast him with Igni or Aard, or even Axxi, or whack him with my sword, but NOTHING WORKS during the fight. It's "punches only" it seems like.

I don't know if this is a "bug" or if I have to lose the fight to progress in the quest.

duh, it's a fist fight scenario.... you can't use signs or anything during the fight, just block his attacks and beat him.
