The Witcher 3 Wild Hunt\bin\config\base directory
open the General.ini file and copy-paste the following under the [General] line :
DBGConsoleOn=true
Save the file and you're done.
I did exactly this, and the console does not show up

There's also a new mod out on NexusMods where some guys can help you roll it back to basically 1.31 core files to unbreak anything that 1.32 patch broke.
i have tried all the regular keys, i am using a qwerty keyboard idk wtf gives, i edited the ini file properly. its also a fresh install
First, open the "general.ini" file located under
C:\Program Files (x86)\Steam\steamapps\common\The Witcher 3\bin\config (if you have your steam library in the default location), otherwise just right click on the game in your steam library UI and hit properties and go to the local files tab and click brows locals files and go from there.
put these two lines in under [General]
ConfigVersion=2
DBGConsoleOn=true
THEN you need to go to C:\Users\(your user folder)\Documents and open the "user.settings" file located there and look for the [General] line and add the same two lines under it if they are not already there and you will have a functioning console without adding a mod that can possibly interfere with other mods.
I hope this helps other people that have run into my issue where the console doesn't work after just editing the general.ini file.
