Sunstone Quest - Bug (Please Help)

So I have been playing through The Witcher 3: Wild Hunt for the last couple of weeks and I have hit a sort of dead end. During the main quest "The Sunstone", you are tasked with finding Ermion in a Keep in Skellige. Once reaching the keep, Madman Lugos attacks both you and Ermion for attempting to cut a deal by getting Madman Lugos to hand over his land to Crach.

THE PROBLEM
he is supposed to get his small army to attack while you and Ermion need try to escape killing anyone in sight. The issue in my game however, is that Lugos is all alone, and after killing him I am tasked with killing his men too, problem is, there is nobody else. The doors to the Keep are locked, and there is nothing I can do to continue progressing through the story.

I have loaded quicksaves, restarted my PC, verified game cache, reinstalled the few mods I use (Enhanced textures, 1.42 to 1.41, console enabler, auto apply oils and richer merchants) and I have searched all over the internet, it seems nobody has the same issues as I do.

Well, is Ermion walking with you? If he is, then it should be fine and keep walking with him. Perhaps try walking away from the entire territory and conductng meditation for a few hours.
Otherwise, it may be the mods that're intefering with it.
I don't really use mods, but I suspect that it may be the case.
