is the file still named input.settings?
if you placed it where it should be, then it should ask you if you want to overwrite/replace the original vanilla file that is already there.
you should only have one input.settings file in the correct directory.
C:\Users\xxx\Documents\The Witcher 3
as you mentioned, youve set it to read only so it shouldnt revert back to vanilla settings.
you also mention that the modded file remains modded after you launch and exit the game. thats strange.
set the witcher 3 .exe to run as admin, see if that helps.
C:\Program Files (x86)\Steam\steamapps\common\The Witcher 3\bin\x64
if all else fails, try copy and pasting the data from the pastebin directly into your vanilla input.settings file.
save then set as read only.
see what that does.
if it still dosent work then it might be the way the code is formated or the code may not work alltogether since its an old file.
open the file in notepad++ and see if the code is all formated like the rest.
might be confilcting/duplicate coding causing the vanilla settings to take precedence.
I'm not sure if this makes a difference, but my C Drive is my SSD, which is where the input.settings file is and the other stuff with it, but the actual game is installed on my HDD. I think I might try reinstalling it onto my SSD, unless I could move the inpul.settings file to my HDD somewhere..
the only way i could get it to work is paste that pastebin data at the bottom of my current modded input.settings file.
causing funny but random and unwanted double actions.
press Right Trigger for quen. you end up with quen and a heavy punch.
press Right Shoulder Button. you get a light punch and a throw of a grenade.
all random. sometimes only one correct input. sometimes 2 inputs at the same time due to conflicting data in my input.settings file.
dont know why the pastebin data wont work on its own. there must be some other crucial data in the up to date current vanilla input.settings file thats needed, or the original pastebin data has faulty or outdated formating/headings/missing data etc.
i have loads of different modded input.settings and i know you can indeed edit the controller settings, but i only use 1 paticular modded setting for the controller.
as i say, using that paste bin data dosent work on its own. try pasting it at the bottom of your current file and see what happens.
i guess this is what the last lines of your file should look something like -
eg -
IK_NumMinus=(Action=DrinkPotion3)
[TutorialPopup]
(basically nothing below TutorialPopup, except one Enter)

i did also straight up try the original pastebin.txt data and change it to input.settings but still dosent work for some reason.
the original pastebin download file is a txt.
but like i say, im not sure that pastebin data is going to work on its own. it might, but ive tried it several times on its own and it dosent seem to work. not sure changing install directories will make a difference.
the only way i could get the pastebin data to work is paste in onto the bottom of one of my current modded .settings files which then causes double input conflicts.
maybe try looking through a vanilla settings file and just change a couple of the joypad inputs and test it to see what happens.
(i guess moving the game to your main C drive is still a good idea though)
- Open the initial file with Notepad++
- Check out for the current version of the file, by pressing Ctrl+F and writing "Version" in the research window
- Replace initial file, by the file you have downloaded
- Open it with Notepad++ et replace the Version number, by the number you've seen in the initial file
- Save file
- Set up "Only for reading" in file configurations
- Play the game et have fun!
PS I've written it, as I am a fun of DS layout and I refused to play the game with similar combat mechanics without the same layout. And I have lost a lot of time searching for a solution to this issue.
