I'm out of Gwent partners.
I need to win 18 more cards for achievement, but I played with so much people, I can't find a person who can give me a card after I win.

As for the players, there are three Person(s) in Distress that must be rescued who can later be played once they've returned to their home villages. One of them also sells cards. Be certain that you've also bought all of the cards availabe from specific merchants and innkeepers. And that you've done all of the quests.

There's a Gwent tournament that takes place during A Matter of Life and Death. If you missed it, you've missed those three cards too. But you'd know that if the Collect 'em All! quest failed as there is no other way to obtain those cards other than by using the debug console.

You start any new game with 35 cards. There are 76 cards that must be purchased. 53 cards that must be won from NPCs and 35 cards that are rewarded as part of quests. Of those 53 cards that must be won, 52 are random cards.

The 53rd card is Foltest - The Siegemaster Leader card - Northern Realms deck, won from the Nilfgaardian nobleman in the garden in Vizima. You can travel back to play him at any point in the game.

Here's a breakdown of the random cards that can be won from NPCs in the game:


Velen: (19) 14 cards can be won. The rest (5) are part of quests.
-- Blacksmith in Blackbough
-- Merchant in Blackbough
-- Merchant in Claywich (Person in Distress -- found at the Bandit Camp, large island to the east of and midway between Boatmakers' Hut and Drudge)
-- Yoana, the blacksmith's apprentice at Crow's Perch
-- Fergus Graem, blacksmith at Crow's Perch
-- Trader in lower Crow's Perch
-- Merchant in Downwarren (best played before completing Whispering Hillock/Ladies of the Wood quests)
-- Blacksmith in Lindenvale
-- Merchant in Lindenvale
-- Armorer in Midcopse
-- Merchant in Midcopse
-- Swordsmith in Mulbrydale (Person in Distress - found just north of Lindenvale)
-- Quartermaster Tavar Eggebracht at the Nilfgaardian Army Group, far southeastern Velen

Also:
-- The Innkeeper at the Inn at the Crossroads is part of the Playing Innkeeps quest.
-- The Bloody Baron at Crow's Perch, the Boatwright in Oreton, the Old Sage (Soothsayer) in Benek and Haddy the Card Prodigy in Midcopse are all part of the Velen Players quest. Beating all four awards you a fifth card: Eredin - Destroyer of Worlds Leader card - Monsters deck.


Oxenfurt: (5) 4 cards can be won randomly. 1 more is part of a quest.
-- Blacksmith in southeastern Oxenfurt
-- Armorer in northern Oxenfurt
-- Merchant at the market in northern Oxenfurt
-- Halfling Herbalist in the Herbalist's Hut northeast of Oxenfurt

And:
-- Stejpan, the Innkeeper at The Alchemy Inn in Oxenfurt is part of the Playing Innkeeps quest.


Novigrad: (37) 21 cards can be won randomly. 16 are part of quests.
-- Alchemist/Priest of the Eternal Fire near Electors' Square on the northern island
-- Alchemist at the crematory north of Oxenfurt Gate
-- Merchant who sells Aeramas' artifacts near St. Gregory Bridge signpost
-- Innkeeperes at The Nowhere tavern
-- Loanshark southwest of the Oxenfurt Gate
-- Merchant across the street from the loanshark
-- Innkeeperess at the Seven Cats Inn, east of Tretogor Gate
-- Innkeeper at the Cunny of the Goose, south of the city
-- Elihal the tailor, south of the Tretogor Gate

This one too awards a 5th card for completing the quest: Francesca Findabair - The Beautiful Leader card, Scoia'Tael deck.
-- Zoltan Chivay at the Rosemary & Thyme after completing Broken Flower quest, Roche at the Temerian Partisan Outpost Hideout, Thaler after completing A Deadly Plot quest and Lambert after beginning the Following the Thread quest are all part of the Old Pals quest.
-- Margrave Vladimir de Cret (1st opponent), Count Gomo Seeling (2nd opponent), and Sir Marius Floring (3rd opponent) - during the tournament in A Matter of Life and Death (missable)
-- Bernard Tulle (1st opponent), Sasha (2nd opponent), Finneas (3rd opponent) and Count Tybalt (final opponent) during the High Stakes tournament -- must win all cards, reload and try again if you fail any (missable)


Skellige Isles: (32) 27 cards can be won randomly. 5 are part of quests.

Ard Skellig, large central island, northern part of the island is Kaer Trolde

-- Herbalist in distress near his home on the road north of Palisade
-- Merchant in Fyresdal

And:
-- Madman Lugos at his stronghold in Kaer Muire. He is the final player in the Skellige Style quest. He should be played before starting The Sunstone quest. If not, his card can later be found in his room at Kaer Muire. Completing this quest awards a 6th card (5 opponents): Emhyr var Emreis - The White Flame Leader card - Nilfgaardian Empire deck.


There are a total of 66 NPCs you can play for those 52 random cards so there's no chance of playing all of them and still missing cards. Unless those cards are not supposed to be won randomly but are part of quest or purchased. Please use the checklist link provided above to try and identify which cards you are still missing.

BB missed two in Novigrad:
The innkeep replacing Olivier at the Kingfisher if he vanishes after "Now or Never".
The innkeep in The Chameleon, appearing after the completion of "Cabaret".

And I'm not sure this is true: the last card of the random pool is the Wyvern.
Of all my play-throughs, when I remembered to pay attention to this, the Wyvern has been the last random card to drop, so rely on this at your own risk...



Oh, and if you have HoS installed, the elven merchant in the camp outside Carsten has all the buy-cards from Novigrad City proper in his inventory, and you can buy them from him, rather than trudging around the city. You still need to visit the Inns, though...
Plus he has 3 cards from HoS itself, and you can play him for a 4th (he has a high level Scoia'tael deck, be warned). In Brunwich you can find a free card in the barn, and the merchant at the east side of the lake, SE of Brunwich has 4 cards.

Those new HoS cards are either new Leader cards or neutral cards. The later are a good boost to a feeble early game deck.

The last 3 cards from HoS are locked behind quests.

Sidenote: the new deck - Skellige - introduced with B&W is only available through that expansion and locked behind not just one, but two quests.

I'll add those two to my list. I never encountered them myself but they may have been added after I stopped playing the game. Thanks though.

And I remembered one more: Gremist can be played for a random card after you have played him during the Skellige Gwent quest.
Now THAT is an oversight and/or bug, because he is the only gwent quest player - no, let me rephrase - one of two gwent quest players you can replay after the quest is done. The other being Lambert, but if you have won the Triss card off him before the night "vigil" during Ugly Baby and looted the Nekker(?) card off Hammond, you win nothing by playing him, only Gremist gives the opportunity to win a random card.

So that is 69 NPC players for 52 random cards in total.
