The innkeep replacing Olivier at the Kingfisher if he vanishes after "Now or Never".
The innkeep in The Chameleon, appearing after the completion of "Cabaret".
And I'm not sure this is true: the last card of the random pool is the Wyvern.
Of all my play-throughs, when I remembered to pay attention to this, the Wyvern has been the last random card to drop, so rely on this at your own risk...
Oh, and if you have HoS installed, the elven merchant in the camp outside Carsten has all the buy-cards from Novigrad City proper in his inventory, and you can buy them from him, rather than trudging around the city. You still need to visit the Inns, though...
Plus he has 3 cards from HoS itself, and you can play him for a 4th (he has a high level Scoia'tael deck, be warned). In Brunwich you can find a free card in the barn, and the merchant at the east side of the lake, SE of Brunwich has 4 cards.
Those new HoS cards are either new Leader cards or neutral cards. The later are a good boost to a feeble early game deck.
The last 3 cards from HoS are locked behind quests.
Sidenote: the new deck - Skellige - introduced with B&W is only available through that expansion and locked behind not just one, but two quests.

And I remembered one more: Gremist can be played for a random card after you have played him during the Skellige Gwent quest.
Now THAT is an oversight and/or bug, because he is the only gwent quest player - no, let me rephrase - one of two gwent quest players you can replay after the quest is done. The other being Lambert, but if you have won the Triss card off him before the night "vigil" during Ugly Baby and looted the Nekker(?) card off Hammond, you win nothing by playing him, only Gremist gives the opportunity to win a random card.
So that is 69 NPC players for 52 random cards in total.
