Wait two years more and maybe you can buy it at 5$ in sales. Who cares about discounts? You pay money, not percentages and this usually fall around the mark of:

New: 50-60
1 year: 30-45
2 years: 20-35
3 years: 15-25
4 years: 10-20
5+ years: 5-10

Be prepared to wait for at least Cyberpunk 2077's release or that of the next Witcher game. It won't go to 75% off before then. TW3 is their only source of income at the moment. Until that changes, the sales price won't go lower.

And beside of that, its their product and they desicion if they offer a sale on it or not.
Its a crazy thinking that game developers "have to" put a sale on their games only because some players want it.
