[SOLVED] I can't change my graphic settings
So I just installed the game and for some reason it defaulted my graphic settings to low. I'm trying to change it and open it at High-Ultra but it doesn't work. In settings page I could see my changes but I cant see them in game, Geralt looks like a potato whatever I do.
My system:
Gtx 1060 6 gb
12 gb ram 1333 mhz
i7 3770
I know my cpu and ram really old but it should work anyway. Its advanced system according to the written in store page. At least I should open the game at medium-high settings because of my gpu. How can I solve it?

SOLUTION: Check the game files through Steam [Library- TW3 - right click - properties - local files - verify integrity of game files]
Some files should be missing, Steam will detect and download them.

Usually having things looking potato comes from Texture Detail setting, try to play with that setting alone to confirm that the setting is the problem for a start.

Thank you but it didn't work either. Also I realized the problem is about "video" settings. I'm applying every texture setting to ultra but in game it still looks like low settings. Then I'm turning back to video settings page and everything is like as I do, textures at ultra but not in game. I can't even change windowed or full screen mode. Game just doesn't detect video settings. The only thing it can detect is hair textures. I could see hair changes when I switch between ultra and low but everything else is same.

Also after every dialogue option there is a loading screen. I searched about this too and they say that the game doesn't installed properly. Maybe my video settings are damaged because of that? Unfortunately I'm at a vacation, internet is very bad here and I can't check it until the end of this month.

Try editing graphical settings outside of the game in config. The Witcher 3/bin/config/base/ rendering.ini open it with notepad or whatever and try to change the settings there, when you are done save it and go into properties and set as read only. Also i do reccomend backing up the file just in case.

aye the author says some settings will extend over ultra so if this works the game shouldnt look like potato and you could tweak the numbers (lower them) after it to get better performance.

It sounds like the game has trouble loading stuff extremely slowly. Graphics is bad because you see placeholder textures until high resolution ones are loaded.

Did you happen to install the game on a flash drive from 1992 or floppy disk? Check what hinders your disk performance.

Sorry for late answer, I came back to the vacation just now aand I solved the problem -finally.
Like I expected, some files was missing in my game while downloading. I just checked and fixed it through Steam, it downloaded extra 3,5 Gb and now everything is works fine. Thanks all of you for all help!
