Stupid witcher 3 mod manager question
Here's my stupid question

for priority setting in the mod manager is 1 the highest priority and 2 second highest....

You can always use a mod manager to do the prioritising for you. That's what I did with Skyrim and fall out using the Nexus mod manager and I never had any problems. I never modded witcher though.

Works the same for every game it supports. Only has issues with older games like Oblivion and Morrowind.
