Innkeepers/Merchants are not restocking alcohol

Most of my oils, half my bombs and my most used potions were upgraded to Superior by the time I was level 14 (I just hit 20) so I decided to finish upgrading the rest the rest. I was goign to do what I did before which was buy from the innkeeper at Inn at the Crossroads, meditate and rebuy. Problem is, like the title says, Inkeepers and Merchants are not restocking.

I've tried fast traveling from Velen to Novigrad and back checking all the inns and shops and even after a whole week the most that's been restocked is 1 Cherry Cordial and 2 Redanian Herbal from the guy at the Inn at the Crossroads. Not seen a Mandrake Cordial in for ever.

Is there somewhere I can loot a bunch of them? I get a metric ♥♥♥♥-ton of Dwarven Spirit and Alcohest from random boxes and hemp bags but I don't remember ever looting many, if any, of the Cherry/Herbal or Mandrake.

Believe it is this way so that you need to go all over the place to get the higher end oils and stuff. They restock, but slowly and possibly only based on your needs since there is a fixed number of ingredients needed to be able to craft everything.

Well I need at the very least 20 of each alcohol, mainly due to the fact Superior potions requiring White Gull and an alchemical substance, which, also needs White Gull and I have a few bombs and the like that just require the alchemical substance. There just isn't any right now, in Skellige or Velen and I only just got to Skellige so it's not as if I've drained the stores there dry.
