I know that each DLCs can be played when you want without any impacts, since they are ''standalones''. But, there are some little unimportant but cool stuff the devs added if you decided to play the DLCs before finishing the main quests. Just one exemple : In Hearth of Stone DLC, some guy will burn a rune on your cheek and if you still have some main quest to do, they will ask about that thing burned on your face. There are some other stuff like that, but it would included some major spoiler if I reveal them to you.
TL;DR: play both after the base game

But "canonically" HoS happens at the same time as the main game, not specifically mentioned but O'Dimm gives direct advice on how to save Ciri if you ask him (one of the HoS end choices).
B&W however happens in 1275, which is three years after the events of the main story (1272). It's in the Tourney notes.
So "canonically" one should finish HoS before finishing the main story, and B&W after.
