Where can i buy Horse Equipment for my horse? like saddles, saddlebags, and horse blinders, id really like som help with this!

Merchant next to the women blacksmith in Crow's perch sells some overpriced low tier horse gear. You should do the horse race sidequests, rewards are free horse gear and those racing side-quests are available at the very begining.

Of course, best horse gear is sold in Toussaint, wich is the last DLC. Another thing, the best saddle in the game is only given by O'Dimm, a guy from the Hearth of Stone DLC and it will only depend on your choices. Depending on your choice, this saddle can be lost forever.
