Sword and Dumplings bug

Greetings, I have an infuriating trouble with this quest. I have googled around a lot of people seem to have trouble finding Hattori at the docks to meet the supplier, but my problem is different. I meet him at night and we together went to an alley to met the supplier, but nothing happens. There are 3 thugs that are supposed to trigger a scene once Hattori approches, but they just stand there staring, and no dialog options are possible.

I have loaded an earlier save and went to visit him during day to talk to him to see if that somehow fixed the quest, but nothing.

I don't know if there is another swordsmith in the game that can forge mastercrafted swords, if I don't fix this, I'm screwed

Huh... I did the fisstech dealer thing inbetween that hatori, infact I did a lot of missions in between, didn't have a problem. Thats not saying that the game is bug free though cause there are a few areas I seen glitches but so far nothing gamebreaking.

Also try meeting up with hatori during sunset, see if that changes anything. Also have you met the king of beggers yet? There is a mission to find Triss and that will lead you to the same area that you will meet Hattori and the dealers. If not, try completing that mission.

Can you try loading an even earlier save? Whatever caused this glitch may have been preserved in that save as well. Try finding an autosave or checkpoint from before you even began the quest.

And avoid like crazy that wealthy guy and the fisstech until after you've completed this quest.

The only other master blacksmith is in the Blood and Wine expansion.

I did the fistech ♥♥♥♥♥♥♥ quest before talking to Hattori, I got paranoid about it being the cause but then I dissmissed the idea. I am ♥♥♥♥♥♥ because I have no earlier saves
