Please help, blurry loading screen during conversations
So at certain times in the game, and even (it seems) after being in game for a substantial amount of time, or playing out some of the heavily scripted scenarios in the main questlines, during conversations I will get these really odd loading screens for a few seconds at a time, the screen will get blurry and "load" for a few seconds then continue on, this gets so bad at times that it's unplayable as it can happen quite literally everytime before Geralt says something. It has also gotten bad enough to screw up animations as well during these scenes and conversations, characters will stand oddly still while speaking and instead of moving around naturally they slide or delay their movements and ZIP over to where they are supposed to be at. This clearly is not ideal, and it making my game UNPLAYABLE.
I suspect it may be due to my mods, I don't use many, only around 20 and only about 7 of them are texture mods, a few for geralt and the kaer morhen armor, the cloak mod, lore friendly ciri, a witcher eye mod, and the BLOOD mod, all the others are stamina rebalances, friendlyhud/meditation, E3 dodge, GILL, that sort of thing, I have seen people play the game with well over 40-50 mods with absolutely no issue whatsoever, I do merge the mods that I can, and manage to get it down to about 15 mods or so, the texture mods never seem to want to merge, I have tried modkitchen AND Mod merger and neither wanna work properly. Regardles I don't see why this is happening and I really need it fixed asap, if anyone has any ideas on how it might be fixed or even just what might be causing it please let me know. Thanks

troubleshoot your mods. disable half another half etc until you find which mod gives you trouble. isnt rocket science..

You have reached game`s mod limit. You must to delete some of them or just merge them to one big mod to avoid loading problems...

I know far a fact the mod limit is higher than 20 mods, and I have merged quite a few, and i've tried removing as much as 10 of them just to see if it'd make a difference.

It's a slow process but if you want to use mods, this is what you have to do. And you can't just shrug your shoulders at the mods that won't merge. They're not merging for a good reason. There's some sort of conflic presentt and ignoring it won't make your life any easier.

Anytime you have multiple mods installed and some of them aren't merging properly, you should expect problems so your dismay at having issues when other people don't is disingenuous.

Done this as well, COMPLETE reinstall one by one after reinstalling the game/verifying multiple times, the only time this doesn't happen is if I play unmodded or only use like 5 mods, sadly I doubt I could ever manage to merge all 20 down into only 5 mods as some of them cannot be merged at all and others wont merge with one another, mainly the texture mods, for example I love the killing monsters armor mod, but when I merge it, it only carried over the mesh and stilll uses the vanilla kaer morhen texture.

SIDE NOTE

I have noticed it gets VERY frequent during Hearts of Stone related conversations and scenarios.
But none of my mods directly affect HOS

I had this problem too, I did following steps for PC and it helped:
1- Make sure the game files are correct: Go to the games settings from steam > select Properties > Local files > Click on 'Verify Integrity of Game files'
2- Set the game process priority to the highest : (For windows 10) When game starts, open windows task manager > Select witcher3 in process and click on details tab > right click on witcher3 and set the priority to real time.

Its a bug with the e3dodge animation mod

Are you using COMPILATION mod? That mod caused this exact same issue for me, and others going by the mods comments.
If not this mod then it's definitely some other mod you're running. have you installed the mod limit fix? You want to install all the 'tools and core mods' from this page: nexusmods dot com/witcher3/mods/2662

I found out a long time ago it was the e3 dodge animation mod, the author has seemingly abandoned that mod with no intention of addressing it.

To ensure others know this > Get the mod limit remover. Run it in the folder with the games witcher3.exe (The Witcher 3\bin\x64). If witcher3.exe.orig already exists, delete it and run the mod limit remover again
