Report a translation problem
If all the free DLC including the costumes are ticked as installed in the DLC list in your Steam library you can try unticking them, exit and restart steam and retick them to make steam resinstall them.
Have you any mods? Mods can prevent the game from recognising the DLC (or the exansions) and there are several threads about this on the forums. This can usually be solved by deleting the DLC0 folder in the game folder (or if no DLC0 folder the whole DLC folder) then verifying the files to make steam reinstall the expansions.
NOte My game is gog not connected to steam so how you get to them may differ for you. I dont know.

I tried unticking the dlc from steam and ticked it again, it downloaded 50 mb but still cant access it. I have complete fools gold quest and can see wolf school gear in scavenger hunts, also the dlc is open to be visisted. So dlc is installed but no " option" button to toggle costumes. I'll try deleting entire dlc folder and try again.
Curious as i got similar problem.
go to "main folder\bin\config\base" and open dlc.ini
then set false to true.
