EDIT - ALSO, don't lower your resolution dude, it's only gonna give your CPU more hard time, keep the res in 1080p.
A GTX 1070 cannot run this entire game on ultra 1440p at 60 fps. It will drop.
A GTX 1080 cannot run this entire game on ultra 4k at 60 fps. It will drop.
At best, if you want completely stable 60 fps at near max settings you would need a better card or lower settings.
So a 1070 should run consistently at 60 fps but only at 1080p.
A 1080 should run consistently at 60 fps, but only at 1440p or less.
It's not even truly that badly optimized, it just beats up graphics cards.
SLI is still a thing for a reason.
i did turn those off, tried playing on low, and as i mentioned, the performance is not too far off from when i run the game on ultra (might as well play on a lagging ultra settings rather than a lagging low, lol) . i guess it's because my vram is not sufficent? i honestly don't know whats the problem, my friend own a 1050ti and could run the game at 40-50 fps on high. he has 4 gigs of vram though
this fellow's answer also just made me think my laptop just hates me for playing the witcher for some reason, i was able to play any other game well. this is the first game that gave me darksouls level headache but outside of gameplay, sigh

I just loaded it up and ran around to check. Running around in the middle of the biggest city gets:
50% of the time: 60 fps
40% of the time: 55-59 fps
10% of the time: 52-54 fps
Outside town I didn't see any dips. Held steady at 60 fps.
1080p on Ultra with Hairworks ON.
GTX1060 with 6GB
i7-7700k oc 4.8 Ghz
16 GB of 3400 Mhz RAM
Okay,first of all 1060 ti doesn't exist assuming you got 1060 3gb desktop version in that laptop it will perform almost the same as refrence edition if you can control the thermals,your CPU is more than enough for the game as long as you keep it from throttling to base clock(which rarely happens even on bad cooled laptops).
The Witcher 3 at max settings on 1080P always stays under 3GB VRAM usage so you are OK and with turning down the foliage visibility range to high you will hit 60+ constantly.

wait what, seriously? my laptop barely touched 60fps below ultra settings, (that's medium or lower), heck, it even ran 7fps at worst on that damned niflgardian garrison on the beginning of the game, lol there's something seriously wrong with my laptop. thank you for confirming that 1060 could run this game smoothly though.
oh, i didn't knew that, i just assume that all laptop version of the gtx series have ti in them, lmao
