Scavenger hunt cat school gear part 1 > boots

I think the game glitched out when I did the royal wyvern quest here ages ago and looting the box then. I never got the cat boots from the chest, and I doubled checked my recipes and I dont have the boots recipe. I even used the cat potion and looked up where the chest is but the chest is un-lootable.

You can clearly see the chest has already been looted hence why its not glowing with witcher sense active. You can also see that I do have the quest active that takes me to the boots. Since some of the scavenger hunt markers arent exact so I googled the exact location of this chest and Im standing right beside it. It doesnt even give the prompt to re-loot the chest to get just the recipe. I have tried meditating and relogging but still cant loot the chest. I have no mods, this is my second time though (using the game+), but I have no idea why this has happened.
