"need delusion level 1" I have delusion level 2
so why can't I choose this dialogue option
also why can't I cook meat
why can't I tell guards that a citizen is being attacked by bandits 50 yards away
why is standing in the exact right place to loot things so finicky
why is roach's pathing so awful

For the 1st question. You have to put the ability into an active slot on the right side of that screen.

The other questions...it’s a video game.

As someone else said you have to put the ability to an active slot for it to be active.

That would've been nice indeed to let us cook raw meat or other stuff to add to the immersion a bit but it's not that big of a problem for me.

Some stuff might glow but cannot be looted for some reason, others can be looted but it's not so easy, my tip for you is to press CTRL to allow you to walk slowly. Makes it easier to loot some stuff.

Personally I find it slightly inconvenient when you double tap shift and Roach has a 1 to 2 seconds delay until he starts sprinting. Otherwise it's ok if you don't run into walls or fences which isn't really a problem for me.

Yes,they are limited to how many active slots you have available. Which will slowly increase as you level. You can have as many abilities as you want to put points in, but only a specific amount active at any one time.
You can reclick the ability you want to assign from the active slot and that will remove it and allow you to put something else in its place. Remember that mutagens of the same color as the ability will increase stats based on how many of the same color are in each section of 3 in your active slots.

There is a potion somewhere (sorry not sure where but I assume someone here knows where), that will reset all your skill points you have assigned and allow you to redistribute them.

For gameplay reasons, you'd be incredibly OP if you could max out all perks and have them active simultaneously and the fights would consequently become boring.

yeah I'm sure having a cap of 80 toxicity instead of 75 is going to make me OP
it's okay you don't have to justify a feel bad mechanic, they just ♥♥♥♥♥♥ up and that's that

They should add passive skills when you learned it will remain active. but yes, you will be OP and the game is not enjoyable anymore. Try and search for a mod that does what you need and see it for yourself. But remember you've been told so.

That's a strawman argument or you didn't underrstand what I said. You find it inconvenient that you can't have limitless active perks, I pointed out that this would make you OP and the fights boring as a result of it. You're still at the beginning of the game, play a bit and reach a higher level, you'll understand what I'm talking about if you haven't already.
