Can't accept quests on the white orchard

When I try to go to the notice board, I open the screen up, take a notice (any) and it doesn't go to my quest items or prompts a "press to read" prompt, it just disappears.

Is the notice board yellow on your map with an exclamation mark next to it?
If it's white, it doesn't have any new quests.

I can't tell what color is "yellow" cause I am colorblind but it is certainly white currently. So are all of those random notices not sidequests but just jebaits?

some notes're for lulz. others give quests. yet others put markers on map.

Some notes are unimportant and are put there to make the game look more realistic as you probably find basic daily problems the peasants write about in them.
Only the large notes let you obtain quests after reading them.
