Report a translation problem
Check if you have in "Program Files(x86)/steam/steamapps/" or any of the subfolders a folder named "ARTBOOKS" created.
You can also check if for some reason your antivirus software is blocking the folder or file creation.
Is there maybe a way to skip downloading this files? It's not under the DLC tab, so I guess it comes as part of the base game, automatically downloading with it.
After messing around with the download, re-scheduling the game after each error, it seems to add .1 every time, but I don't really want to keep doing that in the off chance that it might go past it, as it could very well continue to write in the same files (which is why they are getting so big?)
@BuzzardBee Will try that as well, although I'm not getting any blocking or logs in the antivirus to suggest that it's the culprit. Like I said, never had a problem downloading any other game, except this one.
you changed region download?
Try adding an exception to your antivirus for the steam folder, even as temporary measure. If you are sure that steam runs in admin mode and has permission to the folder only the antivirus can block file access/creation.
I did and getting the same error.
I did a check on the drive, also defragmented, there's no problem with the HDD itself, I could try and install the game on the SSD, but I don't like having games spread across multiple drives and/or partitions.
The drive has enough space, as Steam pre-allocates the size of the install before starting downloading any files (and the game downloads normally, until around 30GB, just when it starts donwloading the artbook). As I mentioned in my original post, I did add full control permission on the drive (which should apply that permission to any folders/subfolders/files that are on the drive, will have to double check that). But unless this particular game requires some special permission, the drive already had writting permission (otherwise no game would've been able to write on it).
If I could just disable the download of the artbook, it might just install, but I don't know how and if I can do that. I'll see what else I can do tomorrow.

I did, it's written in my original post. The only thing I didn't do is completely reinstall Steam.
