Also how do you replenish Xbow bolts?

Don't use the crossbow. It's useless in actual combat. Use it to bring down flying monsters or defend yourself underwater.

Honestly man, I wouldn't recommend trying to rely on the crossbow too much. It's one of the elements of the Witcher 3 that feels a bit tacked on as an afterthought. Its only really usable for aerial and underwater enemies. It's far more effective to use your signs, and swords.

The best crossbow is the one that deals the most damage, basically. Currently I'm in a ng+ so I'm using a crossbow from Blood and Wine (not using the name to avoid spoilers). Although like people have stated the crossbow is not a very effective tool the vast majority of the time, I've started a crossbow build that I'm using now, as I like to try different things for fun. I'm using basically the crossbow abilities in the skill trees as well as the crossbow mutation and it works in ng+ on death march, so it's not completely unviable but I wouldn't recommend it until you have the mutation buff.

As for your second question, you can buy or craft crossbow bolts.

I'm doing the same thing as you, using the mutation buff and trying to get the most out of it.

Otherwise ng+ is too easy with normal builds

Got a few stacks of relic grade bolts which I can't seem to buy, so looks like I can't replenish them
