Shady Individual
Who are these NPCs? I am seeing them everywhere in the town where you find Triss.

Thanks. I wasn't sure if I had missed something or if a quest later would explain them. They are quite rude if you try to chat with them. :)

im pretty sure they're mages. I seem to remember them disappearing after a certain quest but I'll double-check

Ah that would make sense considering the state of the mages in the city. I just got there and found Triss. My first time playing Witcher 3. :)

They are members of the thieves guild.

Dude if you're seeing ghosts cutting back little on TW3 playtime might help :P

Instead of cow protector devs shouldve totally coded quirks like this one based on some interesting triggers :)

ok i misremembered -- the shadesters still appear in the Free City after the quest I was thinking of.
I guess they're just shady.

I wanna know why the King of Beggars doesn't have more quests

Actually, those shady individuals do have a quest, it's really easy to miss.
If you want to know how to trigger it:
After finishing the main quest including Rosa Var Attre, wonder around the north of the kingfisher inn. Using Witcher senses is required.

protein -- name of quest? if it's the one I'm thinking of, those are just some, admittedly shady, henchman, they don't wear the robes and hoods of the NPC "Shady Individuals"

The thing is however you can actually stumble upon that quest, Hidden Messages of the Nilfgaardian Kind, without ever paying any attention to those Shady Individuals.
I actually remember doing that quest and I've never followed any shady individuals. Iirc you just find a couple notes, then a chest, nothing special.
