Enhanced Specter Oil Location? Not where the internet says it's supposed to be.

Does anyone know where to find Enhanced Specter Oil. I know it's supposed to be in the devil's pit and at the priest alchimist in Elector's spuare. It's possible I could have missed something in the pit but I have ransacked it twice. The priest isn't selling it. I hate spectors more than anything and would really like to find this.

Why do you even need it that badly? Most of them die in 3-4 hits anyway after Yrden

if you go to the herblist hut during the valen main quest you can buy spector oil recipe from her among other recipes.
