in the quest to find johnny the water hag wont die no matter what i do i have even started a new game no mods but still i cant kill her help please

What is your problem with the hag?
Anything specific?

In genral terms:
Use necrophage oil on your blade, dodge out of the way when she tries to throw mud at you.
Igni works well with drowners and water hags but you have to be quite close.
Try killing the drowners first and just doge the hag until it comes to a one-on-one.

after finding johnny and he is taking you to see the old woman you come across a water hag but she just wont die no matter what i try even started a new game but nothing so i cant go any further with the story

there is a water hag you have to kill while escorting Johnny. But I nerver heard of it being unkillable.
When you say, it won't die no matter what, does the hag simply take no damage when you hit it, or won't die when its heath bar is depleated?

it takes no damage health bar stays on 6

Tried to veryfy integrity of game files?
