I don't think so. It would be the 1st game that lets you play DLCs or expansion without having the initial release.

since you dont own the base game (that i can see here in steam anyway), i believe you may be asking if you can play JUST the DLC without purchasing the base game?

if so the answer is NO

from the B&W DLC store page:

"Downloadable Content
This content requires the base game The Witcher® 3: Wild Hunt on Steam in order to play."

if by 'original game' you mean previous versions such as Witcher 1 or Witcher 2
then yes of course, Witcher 3 is a standalone complete game

yeah. b&w requires base game to run. but once you've base game and b&w you dont need to finish base game you can if you want to start b&w adventure directly with cdpr premade character.

Spoiler warning for B&W tho. It can spoil certain outcomes from Wild Hunt storyline if played independently. For 1st time I'd rather play them in order of release.

D: down
L: loadable
C: content

That means it's not a game,
its content you download to ADD into your game.

Blood and Wine is actually an Expansion, not DLC. There is a difference, so don't conflate the two.

Like most Expansions, you still need the base game installed to play.
