Where the children toil, toys waste away problems
so i go to where the blackboot is suposed to be and he will not show up for nothing. i have done other quests and he simply will not be there for no reason. i have gone at all hours of the day and have even deleted the game and reinstalled it and still he will not show up. is there something that i am missing or is it a glitch or something. this is the first quest i have had a problem like this occur in this game. please help with any knowledge as i would love to continue my play through of blood and wine.

I remember having trouble with that quest too, but it turned out I was looking in the wrong place. Damned if I can remember where exactly he was though, or where I was looking. Maybe someone else can direct you better.

If you're sure you're in the right spot, and have meditated to make sure you're there during day hours (he shows up around 8am, I just did this quest literally minutes ago), the only thing I can think to tell you to try is reload a previous save before this quest initiated and try it again.
