But HS -> End of the game -> B&W is some what logical too.
It's up to your preference.
Just make sure B&W is the last thing you play, this dlc sort of gives The Witcher 3 a good and satisfied ending.

end game then go H&S then B&W becouse these are two diffirent stories no big main connection between them.
Option 2 is not rare and it has the advantage that you can ask to certain character from HoS about Ciri's whereabouts(if you didn't found her). He won't tell you where she is obviously but will give you some hints to avoid the tragic ending wild hunt has.
Option 3 is breaking the story. Even CDPR warned players that B&W story was meant to happen after wild hunt.
