Only reason Nilfgaard doesn't react is because they are pre-occupied with the Northern Kingdoms and would rather concentrate their resources somewhere more useful.
That's the bit which is open to interpretation I believe. Maybe he was was drawn by the possibility of Ciri being in Skellige after Geralt notifies him, maybe he was keeping a tighter grip on the islands after the election of the new king/queen. Lots of possibilities. I tend to go with the former idea.
From an expanded logical perspective...
If Nilf focuses the war effort on Skellige, Northern Kingdoms are going to take an advantage of that to press force the attacks against Nilf. It does little good for Nilf if they conquer Skellige but Nilfgaard loses to (or at least gets heavily damaged by) other forces.
