Similarly, one would assume intelligence increases with age. But reading some of the comments made by some 'mature' members makes me wonder...
When I go to drag/drop the gear it either never actually drops on the slot. The cursor changes like equipping normal armor and items, but it never applies the items.
After all, I think that's a typical pebcak-case.

Did that solve the problem?
Try the following:
1. Go to a place with a storage box
2. EMPTY Roach's inventory into the storage box
3. Go into your inventory and see if you can take anything off of Roach.
4. Once the horse is completely empty (nothing in her slots) and you have no horse gear in your inventory, save and reload. This of course means if you *were* able to get anything off Roach, you need to put it into storage.
5. Go into storage and take out ONE piece of horse gear (doesn't matter what slot).
6. Exit storage and see if you can now drag and drop it onto Roach.
7. If you still can't drag and drop, see if you can just double click it.
I don't know if this will work for Witcher, but I used it once for a bug in Skyrim that wouldn't let me equip any swords (was not mod related, seemed like a bit got flipped in a game file somewhere on an unmodded save).
