You literally do not want to get to level 70 in non NG+.
I have actually played the game without any cheats, exploits or mods and still playing it. I've finished B&W DLC just yesterday and I am actually level 52 and not to mention I have still many secondary quests, treasure hunts and contracts that I haven't done yet. So I don't really think that it'd break the game if I entered NG+ now... Correct me if I am wrong.
What was common for breaking is they reached to a point while playing NG+ where all the monster were red skulls, and gear was for over level 100.
If you do anything that effects the XP gains through cheating, exploring, or use xp effecting mods then you will break NG+ guaranteed. If you play normally, you will end up in the low 50s and you will not break NG+.
