Played it already on ps4 and every mark was directly visible
No idea, but now they won't pop up until you visit a noticeboard.

Without realizing it you changed your map view options. Simple fix.
Open the in game map. In the bottom left corner you'll see a very narrow options box. You can only choose right or left arrows. Just scroll (right or left) thru the (viewable map parameters) options. Select "ALL" and sure as Bob yer uncle, there's all your missing question marks!
Man, that was one of the first things i have done since i recognized the missing marks...^^
So you're saying you did that and they still don't show up?
Played for a while now and took some stuff from the boards in the villages, but still not enough of all marks there
Is it possible you did a lot of them but don't remember?
Iirc, towards the end of the Velen quests I don't remeber seeing very many unexplored places.
Edit- Since you just finished the tutorial, you could start a new game since you're not far in
