In the quest Twisted Firestarter, the drowners won't show up.

Sometime earlier, I did the same exact quest. It was night time in the game and as soon as I got done examining the footprints and the boots, 3 drowners appeared and attacked me.

But this time, after I examined the boots and footprints by the bridge, nothing showed up. No drowners... It was day time in the game. Do the drowners only show up at night or something?

Or is this a bug?

I would like to mention that I recently installed the free DLC, New Game +. When it was installed (at least according to my PS4), I attempted to start the game. But as soon as I clicked the start button, it showed that my PS4 was attempting to update the game. I didn't want this, so I immediately backed off and put my console offline. Annoyingly, the update status is still there even offline. I can start the game despite that, but that thing is annoying... I don't know if maybe that's the reason my game bugged? Because of the incomplete update or something?
