Following the Thread: Find Hammond: Village Empty Bug
When I need to find Hammond I go to the Village and its empty when their are supossed to be pirates/slavers there and guards at the gate which I am supposed to kill to get Hammonds orders which tell me to go where he is praying. Luckily I saw on youtube where he prays but because I could not get the orders because the guards did not spawn the quest did not progress so whenever I try to talk to Hammond he just replys "Huh huh" or something like that. I search all over internet and I can't seem to find any solution to the problem. Has anybody else experienced this bug?

Things I have tried:
-Meditating to see if they spawn
-Fast travel to main island first and then travel by boat to the village
-Fast travel to the other vilage on the Faroe Island and then travel by horse to the village

I am still in Act 1: Following Ciris Footsteps and have not entered Skillage phase yet, should I try doing that first?

Any help would be much appreciated

This may be a bit late but I've recently found a solution to my problem of a similar situation, where as no one spawns in the village:
I'm lazy and have Discover all Signposts CC enabled, and when traveling straight to the signpost in the village it won't trigger the spawn of the NPCs in the village.

This may be where this doesn't help you, but I loaded backwards right before traveling and did the Find a Boat to Skellige, then fast traveled to the Signpost on the other side of the quest island, went to the village on horseback, and the NPCs spawned and I was able to continue the quest.

Don't know if this'll help you personally anymore but maybe some other lost wanderer may find use in this
