Can't find the Miraculous Guide to Gwent

Hey there. Been trying to find this book for a while. I've read you can get it from the man that taught you to play, but he is not at the inn for me. Also from a merchant near St. Gregory's Bridge post, but he doesn't have it. Not sure if i'm having issues or if they changed places. Anywhere else I could get it?

Edit: Sorry didn't read the rest of your post where you said you'd already tried the merchant. I'll see what I can find out and update this post.

Thanks for the reply. I remember beating him the first time but he didn't give it to me... maybe my only option is to beat him on a ng+?

It says i'm missing one at Velen and that I can acquire 0 new cards from low skill players... Any ideas what this last could mean? Sorry for my english.

Most likely it's someone who's part of a quest, rather than some random card won by playing an NPC. But like I said, it's not entirely accurate.

Best to check what cards you already have against a list. That way at least you can narrow down what you're still missing and how you can get it. This one is good:
