No. If you want to wear that armor then you get the hood too.

I agree that the hood was pretty annoying. A somewhat humorous way to get rid of it without mods is if you (Slight Spoiler) purchase the glasses from the Borsodi auction in Oxenfurt. You can wear them with your armor and it will remove the hood.

Vivienne's feather also does it. You do have to wear the feather but it's pretty inconspicous. I don't know if it remains down if you remove the feather because I never found a way to do it.
