"Concerned Citizen's" notes still litter Novigrad?

Do the notes respawn in the streets after I clean them away or are there simply tons of them around the city after the "Carnal Sins" quest? I already chased down the murderer (the vampire) and killed him, and it's beginning to get a little creepy. Like he has already regenerated with a vengeance of something.

They just seem to keep reappearing no matter what.

I'm not sure if they are continually appearing, or if they had five bazillion copies spawn once the related quest began. But yeah, I feel like I see them everywhere.
