difference between expansion pack and dlc
so there is now a week sale going on and i want to buy blood and wine and hearts of stone but idont know if i should buy the expansion or the separate dlc if i buy the expansion it cost 15 bucks the 2 dlc separate cost 18 so whats the diffrence should i buy the expansion pack

there is no difference in content.
so grab the cheaper option. enjoy it.

DLC are small things added to the main game. These should always be free. Things like a new weapon or armour would qualify. In ther case of Witcher 3 we got Wolf Armour, new outfits for the girls, new haircuts for Geralt, a couple new side quests, etc.

Expansions add whole new adventures separarte from the base game. These alone are worth money. For Witcher 3, there is Hearts of Stone and Blood and Wine.

DLC and Expanions are fundamentally different things. Don't conflate the two or mislabel them.

So horse armour isn't an expansion even if it costs half the price of HoS?

Horse armor blows HoS out of the water. Thats why it doubles in price during sales.
