Doesn't hurt to check in properties (on the Updates tab where you turn on and off Steam Cloud) to see if there is still space in the cloud or if that is full.
I turned off that option and it's still unable to save. It had 1.24mb/980~mb used though, so that wasn't the problem.
I've checked and deleted a few of my gamesaves and they all seem to be fine. Nothing is on 'read-only'. What confuses me most is sometimes the game will let me save and sometimes it won't. I'll try running it directly from the .exe file and see if that affects anything.
or if you've multiple partitions ("drive letters") could it be that one's near full even if other has 90 GB free?
You should never lose 4 hours of game play. This is why you save often so you can detect any issues. The game even warns you to save frequently because you can die at any time.
So you are saying you went 4 hours without attempting to save?
yup, I bough the game because it was on sale and I thought I gonna give it a try. Well, the game is brilliant so instead of playing an hour I stuck in for four hours. Its good and bad in different ways. The game is lovely. Anyways no regrets of buying it I just need solve this issue. I have tried various suggestions from steam and witcher forums from admin rights, registry tweaks, firewall, etc no success. The most annoying thing is that the devs refuse to reply

should contain two files input.settings and user.settings
and a gamesaves folder. that folder should contain
autosaves, checkpoint saves, and manualsaves
if files/folders are missing, you STILL have a permission problem.
check windows security/controlled folder access. if on, add exemptions for steam/game.
neither steam nor game installers bypass whatever security you set up on your pc.
Sounds like you tried everything except controlled folder access.

I am going to take a guess that you don't use a 3rd party AV, and hence Windows Defender is the security provider and therefore you have controlled folder access on. Or, you do use a 3rd party security provider and it has a similar feature.
this is so weird, all right I have installed like 25 games in total, but I do not have a documents/Witcher folder anywhere but in steams. Not in the documents or games nowhere to be found. just wow. I have all the other games from ARMA, Halo, etc but no witcher at all.
added witcher to the exceptions will give it a try
the folder was read only so I have changed it.
