When do you get Brisk Recitation??
Title says it all. I'm running a solo PoTD and it is killing me every time I level up I think I'm going to get it but nope. Does anyone know when you do finally get brisk recitation?

iirc, you get the 5 ranks of brisk recitation automatically at levels 4, 7, 10, 13, and 16, cutting phrase time by 10% of its base for each rank. If you're level 4+ check in your character sheet it might be hiding in there already.
