Not sure I would aim at being an 'off-tank' as much as I would aim at being a front-line melee DPS though - Druids do not have a lot in them that help them tank.
I mean - any class can 'tank' by having high PER, RES, big armour, and taking defensive tactics to gain an extra engagement. But fighters are just soooo much better at tanking that you really have to ask why are you doing this. At least paladins have stoopid high defences to go along with things so if you put them out there first, they will take and survive the first attacks - druids have neither the defences nor the HP to do that.
Judging from your proposed stat array, you are looking like being a front-line DPS more than a tank anyway. About the only comment I can make is - you can dump dex - sure you will be slower on the attacks, but you want to be wearing heavy armour - you really do - so once you have that on, further slow-down feels less noticable - besides if you rely on a couple of smart spells you do not need to many actions to have a big impact.
Or keep the dex high - that works too.
One great thing about druids - they essentially have two 'extra' weapon configuration slots. spiritshift gives you dual wielding slashers, and the 2nd level fire sword gives you a (very powerful) 2h sword. Personally I would build around that fire sword with your talents.
